Clive Council Approves $50K Water Pump Fix, Finalizes 2.9% Pay Increase

Emergency Water Repairs Authorized

Clive residents will see $50,000 directed toward the village water system following a council vote Monday night. The Village Council authorized the immediate replacement of an emergency pump at the Water Treatment Plant.

Funding for the project will come from two sources. The first $4,000 is pulled from the 2025 water operating budget. The remaining $46,000 will be drawn from the village’s water reserve fund. Public Works Foreman S. Zaytsoff presented the requirement to council before the motion passed unanimously.

Council Pay and Expenses

Elected officials finalized a 2.9% increase to their own pay and expense rates. The adjustment, which was originally discussed during the October organizational meeting, became effective Nov. 1, 2025.

The increase is part of the updated Council Remuneration and Expense Policy #19-01-A4. The vote to adopt the new rates passed with full support from the five-member council.

Utility Rates and Fee Review

Village administration is now tasked with comparing Clive’s service fees and utility rates against neighboring municipalities. Council directed staff to conduct a comparative review to determine if the village’s current rates align with peer communities.

Findings from this review will be reported back to council at a future meeting. This data will likely influence recommendations for the 2026 fee schedule.

Behavior and Conduct Standards

Following the repeal of the provincial Code of Conduct by Bill 50, council is moving to establish a new "Statement of Expected Behaviour."

Administration will draft the statement by merging elements of the former Code of Conduct with the village’s existing Social Media Policy. The goal is to set clear expectations for how officials conduct themselves in person and online.

December Schedule Changes

Residents should note several changes to the December meeting calendar and village office hours:

* Dec. 8 Meeting: Rescheduled to Dec. 15.
* Dec. 22 Meeting: Cancelled.
* Office Closures: The village office will close at 12:00 p.m. on Dec. 19 for a staff function. It will remain closed for Christmas vacation from Dec. 24 through Jan. 1, 2026.

Other Business

* Grant Investigation: Council directed staff to look into the Parkland Community Planning Services (PCPS) grant opportunity. The village is considering participating in this provincial partnership program.
* Public Engagement: Councillors agreed to hold informal public engagement sessions during the upcoming Frost Fest.
* Bills Paid: Council approved an accounts payable batch totaling $52,163.48.
* Privacy Training: Mayor Henry and CAO Kenney were authorized to attend a webinar regarding Alberta’s new access and information privacy legislation.

What’s Next

Administration will return to the next meeting with a first reading of the updated Procedural Bylaw. The findings of the rate comparison study are expected to be presented during the winter session as council begins planning for the 2026 fiscal year.
